{"id":8991,"date":"2019-06-03T13:48:17","date_gmt":"2019-06-03T11:48:17","guid":{"rendered":"http:\/\/www.phytocontrol.com\/?p=8991"},"modified":"2026-08-28T00:51:12","modified_gmt":"2026-08-27T22:51:12","slug":"eu-annual-report-2018-food-fraud","status":"publish","type":"post","link":"https:\/\/dev.phytocontrol.com\/en\/regulatory-watch\/eu-annual-report-2018-food-fraud\/","title":{"rendered":"2018 EU annual report: Food fraud."},"content":{"rendered":"<p>The EU&#8217;s Directorate-General for Health and Food Safety has published the 2018 edition of the <a href=\"https:\/\/ec.europa.eu\/food\/sites\/food\/files\/safety\/docs\/food-fraud_network_activity_report_2018.pdf\">activity report<\/a> of the European food fraud network.<\/p>\n<p>Food fraud is an <strong>intentional<\/strong> act committed by businesses or individuals with the aim of <strong>deceiving<\/strong> buyers and gaining an <strong>undue advantage<\/strong>, in <strong>violation of<\/strong> EU legislation on the food chain. These intentional infringements may pose a risk to human, animal or plant health, animal welfare or the environment with regard to GMOs and plant protection products.<\/p>\n<p>The European food fraud network refers to <strong>four key operational criteria<\/strong> to determine whether a case should be reported as suspected fraud or as a case of non-compliance:<\/p>\n<ul>\n<li>Violation of EU law<\/li>\n<li>Intent<\/li>\n<li>Economic gain<\/li>\n<li>Deception of customers<\/li>\n<\/ul>\n<p>Members of this network exchange information on possible intentional violations of legislation within the framework of the Administrative Assistance and Cooperation (AAC) system, an IT system operational since late 2015.<\/p>\n<p>In total, 234 cooperation requests (178 in 2017) were launched under the AAC-FF in 2018 by EU Member States and Norway. Requests came mainly from Germany (58), France (32) and Belgium (23).<\/p>\n<p>The products most affected by food fraud are:<\/p>\n<ul>\n<li>Fish and fishery products (45)<\/li>\n<li>Meat and meat products (41)<\/li>\n<li>Oils and fats (29)<\/li>\n<\/ul>\n<p>The majority of frauds involve:<\/p>\n<ul>\n<li>Incorrect labelling (41.89%)<\/li>\n<li>Missing or falsified documentation (20.19%)<\/li>\n<li>Substitution\/addition\/dilution\/alteration of the product (19.25%)<\/li>\n<li>Unapproved treatment or process (13.21%)<\/li>\n<li>Infringement of intellectual property rights (5.47%)<\/li>\n<\/ul>\n<p>The report gives two examples of European cooperation in 2018:<\/p>\n<ul>\n<li><u>Olive oil<\/u>: products were sold as extra virgin olive oil instead of olive oil.
