{"id":7815,"date":"2018-12-26T11:05:03","date_gmt":"2018-12-26T10:05:03","guid":{"rendered":"http:\/\/www.phytocontrol.com\/?p=7815"},"modified":"2026-08-28T01:48:44","modified_gmt":"2026-08-27T23:48:44","slug":"non-renewal-of-active-substance-approval-in-2018","status":"publish","type":"post","link":"https:\/\/dev.phytocontrol.com\/en\/regulatory-watch\/non-renewal-of-active-substance-approval-in-2018\/","title":{"rendered":"Non-renewal of approval of active substances in 2018"},"content":{"rendered":"<p>Regulation (EC) No 1107\/2009 lays down the rules governing the authorisation of plant protection products in their commercial form as well as their placing on the market, use and control within the European Community.<\/p>\n<p>Implementing Regulation (EU) No 540\/2011 implements Regulation (EC) No 1107\/2009 as regards the list of approved active substances.<\/p>\n<p>In 2018, the regulations listed below amended Implementing Regulation No 540\/2011 by removing certain active substances from the annex of approved substances.<\/p>\n<p>These active substances are now banned from use at European level; however, additional periods (grace periods) have been granted for the distribution and use of existing stocks of plant protection solutions containing them.<\/p>\n<ul>\n<li><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/PDF\/?uri=CELEX:32018R0309&amp;from=EN\">Regulation No 2018\/309<\/a>: Non-renewal of approval of <strong><u>propineb<\/u><\/strong>.<\/li>\n<\/ul>\n<p>Concerns remain about the substance according to the authority, related to the endocrine-disrupting properties of the metabolite 4-methylimidazolidine-2-thione (PTU), which is classified as a category 2 reproductive toxicant with the thyroid as the target organ of toxicity.<\/p>\n<p>Authorisations for plant protection products containing propineb have been withdrawn since 22 June 2018, with a grace period expiring at the latest on 22 June 2019.<\/p>\n<ul>\n<li><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/PDF\/?uri=CELEX:32018R1019&amp;from=EN\">Regulation No 2018\/1019<\/a>: Non-renewal of approval of <strong><u>oxasulfuron<\/u><\/strong>.<\/li>\n<\/ul>\n<p>EFSA concluded, in its assessment report, that concerns remain regarding overall consumer exposure and exposure of groundwater, and regarding the risk to aquatic organisms, earthworms, non-target soil macro-organisms and micro-organisms, and non-target terrestrial plants.<\/p>\n<p>Authorisations for plant protection products containing oxasulfuron have been withdrawn since 8 November 2018, with a grace period expiring at the latest on 8 November 2019.<\/p>\n<ul>\n<li><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/PDF\/?uri=CELEX:32018R1043&amp;qid=1545206679922&amp;from=FR\/\">Regulation No 2018\/1043<\/a>: Non-renewal of approval of <strong><u>fenamidone<\/u><\/strong>.<\/li>\n<\/ul>\n<p>EFSA concluded, in its renewal assessment report, that concerns remain, in particular regarding the genotoxic potential of the molecule, the risk of groundwater contamination and the risk to aquatic organisms.<\/p>\n<p>Authorisations for plant protection products containing fenamidone were to be withdrawn by 14 February 2019, with a grace period expiring at the latest on 14 November 2019.<\/p>\n<ul>\n<li><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/PDF\/?uri=CELEX:32018R1500&amp;rid=1\">Regulation No 2018\/1500<\/a>: Non-renewal of approval of <strong><u>thiram<\/u><\/strong>.<\/li>\n<\/ul>\n<p>Concerns remain regarding this active substance.<\/p>\n<p>Authorisations for plant protection products containing thiram were to be withdrawn by 30 January 2019, with a grace period expiring at the latest on 30 April 2019 for products used for foliar applications, and on 30 January 2020 for others, &#8220;including those used for seed treatment&#8221;. The use of seeds treated with products containing the molecule is prohibited as of 31 January 2020.<\/p>\n<ul>\n<li><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/PDF\/?uri=CELEX:32018R1501&amp;rid=1\">Regulation No 2018\/1501<\/a>: Non-renewal of approval of <strong><u>pymetrozine<\/u><\/strong>.<\/li>\n<\/ul>\n<p>Concerns remain regarding this active substance.<\/p>\n<p>Authorisations for plant protection products containing pymetrozine were to be withdrawn by 30 April 2019, with a grace period expiring at the latest on 30 January 2020.<\/p>\n<ul>\n<li><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/PDF\/?uri=CELEX:32018R1532&amp;qid=1545228890309&amp;from=FR\">Regulation No 2018\/1532<\/a>: Non-renewal of approval of <strong><u>diquat<\/u><\/strong>.<\/li>\n<\/ul>\n<p>EFSA confirmed, during the renewal application, a &#8220;high risk to bystanders and residents in all scenarios&#8221;, as well as a high risk to birds.<\/p>\n<p>Authorisations for plant protection products containing diquat were to be withdrawn by 4 May 2019, with a grace period expiring at the latest on 4 February 2020.<\/p>\n<ul>\n<li><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/PDF\/?uri=CELEX:32018R1865&amp;qid=1545228935536&amp;from=FR\">Regulation No 2018\/1865<\/a>: Non-renewal of approval of <strong><u>propiconazole<\/u><\/strong>.<\/li>\n<\/ul>\n<p>EFSA confirmed, during the assessment related to the renewal application, that this molecule, classified as a category 1B reproductive toxicant, raises numerous concerns, both for human health and for the environment.<\/p>\n<p>Authorisations for plant protection products containing propiconazole were to be withdrawn by 19 June 2019, with a grace period expiring at the latest on 19 March 2020.<\/p>\n<ul>\n<li><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/PDF\/?uri=CELEX:32018R1914&amp;rid=1\">Regulation No 2018\/1914<\/a>: Non-renewal of approval of <strong><u>quinoxyfen<\/u><\/strong>.<\/li>\n<\/ul>\n<p>EFSA concluded that quinoxyfen is a substance with persistent, bioaccumulative and toxic properties, as well as very persistent and very bioaccumulative properties.<\/p>\n<p>Authorisations for plant protection products containing quinoxyfen were to be withdrawn by 27 June 2019, with a grace period expiring at the latest on 27 March 2020.<\/p>\n<ul>\n<li><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/PDF\/?uri=CELEX:32018R1917&amp;rid=1\">Regulation No 2018\/1917<\/a>: Non-renewal of approval of <strong><u>flurtamone<\/u><\/strong>.<\/li>\n<\/ul>\n<p>EFSA concluded that, among other things, the mutagenic potential of flurtamone cannot be excluded.<\/p>\n<p>Authorisations for plant protection products containing flurtamone were to be withdrawn by 27 June 2019, with a grace period expiring at the latest on 27 March 2020.<\/p>\n<p>For any technical, pricing or regulatory information, please contact us.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Regulation (EC) No 1107\/2009 lays down the rules governing the authorisation of plant protection products&hellip;<\/p>\n","protected":false},"author":2,"featured_media":7782,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[181],"tags":[],"class_list":["post-7815","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-regulatory-watch"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v28.4 (Yoast SEO v28.5) -
