After many months in the making, Decree No. 2018-675<\/a> of 30 July 2018 on the definition of active substances in the neonicotinoid family present in plant protection products has been published.
\nThis text applies to manufacturers of active plant protection substances, and to producers and users of plant protection products and seeds treated with such products.
\nFive neonicotinoid substances are banned:
\n– Acetamiprid
\n– Clothianidin
\n– Imidacloprid
\n– Thiacloprid
\n– Thiamethoxam<\/p>\n

A new decree No. 2019-1519<\/a> was published on 31 December 2019.<\/p>\n

It identifies 2 substances with modes of action identical to those of the neonicotinoid family, covered by the ban on the use of plant protection products containing them and of seeds treated with these products, as provided for in Article L. 253-8, II of the Rural and Maritime Fishing Code:
\n– Flupyradifurone
\n– Sulfoxaflor<\/p>\n

Under the 2016 Biodiversity Act<\/a>: “The use of plant protection products containing one or more active substances from the neonicotinoid family, and of seeds treated with these products, is banned from 1 September 2018.”
\nSince 1 September 2018, the use of plant protection products containing one of these substances has been banned for uses that are not subject to a ministerial exemption order, in accordance with Article L. 253-8 of the Rural and Maritime Fishing Code.
\nExemptions to the ban may be granted until 1 July 2020.<\/p>\n

The order of 7 May 2019<\/a> granting an exemption from the ban on the use of plant protection products containing acetamiprid was published in the Official Journal on 15 May.
\nThe use of plant protection products based on acetamiprid<\/strong> holding a valid marketing authorisation for the relevant use is permitted until 1 July 2020<\/u> for the following uses:
\n\u2013 control of the hazelnut weevil (curculio nucum), corresponding to use no. 12253101 “Tree nuts<\/strong>*Aerial part treatment*weevil”;
\n\u2013 control of fig flies, corresponding to use no. 12303104 “Fig tree<\/strong>*Aerial part treatment*fruit flies”;
\n\u2013 control of turnip aphids, corresponding to use no. 16773105 “Turnip<\/strong>*Aerial part treatment*Aphids”.
\nThe order specifies that the use of these products during the flowering period of the treated crop is prohibited.<\/p>\n
