On 30 May 2018, Implementing Regulations (EU) 2018\/783<\/a>, 2018\/784<\/a> <\/strong>and 2018\/785<\/strong><\/a> were published in the Official Journal of the EU, concerning the approval conditions for Imidacloprid, Clothianidin and Thiamethoxam.
\nAs a reminder, these three substances are neonicotinoids that act on the central nervous system of insects.<\/p>\n

Through various studies, EFSA found that for most crops, bees were exposed to high acute and\/or chronic risks due to the use of plant protection products containing the active substances Imidacloprid, Clothianidin and Thiamethoxam.
\nThis is particularly the case regarding exposure via dust and for bees foraging on treated crops.
\nA high risk was identified for their use on potatoes, winter cereals and sugar beet. For almost all outdoor field uses, bees were found to be at high risk.<\/p>\n

Under these three new regulations, the use of these substances is limited to permanent greenhouses, and the resulting crop must remain in a permanent greenhouse throughout its life cycle, so that it is not replanted outdoors.
\nGiven the risks to bees from treated seeds, the placing on the market and use of seeds treated with plant protection products containing these active substances should be subject to the same restrictions. It is therefore appropriate to provide that seeds treated with plant protection products containing these substances may not be placed on the market or used, except where the seeds are intended for exclusive use in permanent greenhouses and the resulting crop remains in a permanent greenhouse throughout its life cycle.<\/p>\n

Member States must amend or withdraw authorisations for solutions containing these molecules by 19 September 2018 at the latest, with a grace period set at 19 December 2018.<\/p>\n

For its part, ANSES published a report on 30 May 2018 from its working group presenting the risks and benefits of neonicotinoid-based plant protection products and their chemical and non-chemical alternatives.
