 <\/p>\n

The review of DGAL’s monitoring and control plans for 2016 was published in the official bulletin of the ministry responsible for agriculture on 28 September 2017.
\nAs a reminder, monitoring plans (PS) aim to estimate the overall contamination level of the production monitored through random sampling, while control plans (PC) aim to target foodstuffs presenting an increased risk of contamination. In 2016, 59,949 samples were taken, including 58,753 samples taken within national territory and 1,196 samples taken at import.<\/p>\n

Below are the contaminants tested for:<\/p>\n\n\n\n\n\n\n\n\n\n\n\n\n\n

Trace metal elements<\/td>\nLead, cadmium, mercury as well as nickel and arsenic in milk<\/td>\n<\/tr>\n
Veterinary drugs<\/td>\nNon-steroidal anti-inflammatory drugs, glucocorticoids, antibiotics, anticoccidials, tranquillisers, anthelmintics, dyes, carbamates, pyrethroids<\/td>\n<\/tr>\n
Mycotoxins<\/td>\nAflatoxin B1, aflatoxin M1, ochratoxin, zearalenone, trichothecenes A and B, fumonisins B1 and B2<\/td>\n<\/tr>\n
Phycotoxins<\/td>\n ASP toxins, lipophilic toxins, PSP toxins<\/td>\n<\/tr>\n
Persistent organic pollutants<\/td>\nPCBs, dioxins, PAHs, BFRs<\/td>\n<\/tr>\n
Plant protection products<\/td>\nAll active substances, including banned active substances<\/td>\n<\/tr>\n
Radionuclides<\/td>\n Caesium 134 and 137<\/td>\n<\/tr>\n
Banned substances<\/td>\nNitrites, melamine, processed animal proteins (banned), chloramphenicol, nitroimidazoles, nitrofurans, fluorine, dyes<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

REVIEW FOR PLANT PROTECTION PRODUCTS:<\/strong><\/p>\n

Regarding pesticide residues, non-compliance rates – i.e. detection of unauthorised active substances and\/or MRL exceedances – remain high.
\nFor the monitoring plan, the non-compliance rate is 5.8% (3.8% in 2015), and for the control plan, 7.2% (7.6% in 2015), including 3.83% non-compliance in mainland France and 18.10% in the overseas departments.<\/p>\n

Among samples originating from mainland France, the substances responsible for non-compliance are:
\n– Chlorpyrifos, detected on crops for which the substance is not authorised (celeriac, peach, apple, leek, cherry) and MRL exceedances on leek and grape
\n– Flonicamid, detected on crops for which the substance is not authorised (pepper, strawberry), and also an MRL exceedance on aubergine
\n– Tefluthrin on carrots<\/p>\n

Among samples originating from the overseas departments, the substances responsible for non-compliance are:
\n– Dimethoate. Out of 14 samples (1 lettuce and 13 tomatoes), the MRL was exceeded for 10 tomato samples from Mayotte, with an acute risk to consumers identified in 9 cases. As a reminder, ANSES withdrew all marketing authorisations for this substance on 1 February 2016, citing “unacceptable risks” to consumers, operators, birds and mammals.
\n– Azoxystrobin exceeding the MRL on watercress from Mayotte
\n– Hexaconazole exceeding the MRL on 3 spinach samples from Mayotte. As a reminder, hexaconazole is a substance banned in Europe.
\n– Ethephon exceeding limits on 4 banana samples from Guyana. Furthermore, this substance is not authorised for use on bananas.
\n– Cyhalothrin, exceeding the MRL on pineapple from Guyana (cyhalothrin is banned in Europe), and the presence of lambda-cyhalothrin, pirimicarb, cypermethrin and imidacloprid, none of which are authorised for use on pineapple crops from Guyana.<\/p>\n

Regarding samples in which an unauthorised active substance for the use in question was detected, a link to environmental pollution could be established in some cases.
\n– Dieldrin (4 courgettes and 1 melon): this substance is identified as a persistent organochlorine compound (POP) under Directive 79\/117\/EEC and has been banned in France since 1972.
\n– Boscalid (1 spinach): this substance is known for its fairly long persistence, which could explain crop rotation contamination
\n– Prosulfocarb (1 broccoli and 1 turnip): these detections were reported to ANSES as part of phytopharmacovigilance in June 2016, and an investigation is ongoing.<\/p>\n
