{"id":544500,"date":"2026-08-27T01:25:17","date_gmt":"2026-08-26T23:25:17","guid":{"rendered":"https:\/\/dev.phytocontrol.com\/uncategorized\/hcsp-opinion-on-managing-risks-linked-to-pesticides-and-metabolites-in-drinking-water\/"},"modified":"2026-08-27T01:25:17","modified_gmt":"2026-08-26T23:25:17","slug":"hcsp-opinion-on-managing-risks-linked-to-pesticides-and-metabolites-in-drinking-water","status":"publish","type":"post","link":"https:\/\/dev.phytocontrol.com\/en\/regulatory-watch\/hcsp-opinion-on-managing-risks-linked-to-pesticides-and-metabolites-in-drinking-water\/","title":{"rendered":"HCSP opinion on managing risks linked to pesticides and metabolites in drinking water"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><\/p>\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n<p class=\"wp-block-paragraph\">The Haut Conseil de la sant\u00e9 publique (HCSP) was asked on 22 December 2021 by the Directorate General for Health (DGS) to provide support on managing health risks linked to the presence of pesticides and pesticide metabolites in water intended for human consumption.<\/p>\n\n<p class=\"wp-block-paragraph\">As part of the sanitary control of drinking water, numerous cases of non-compliance relating to relevant pesticides and metabolites are identified, and these exceedances require numerous derogations or restrictions on water use.<\/p>\n\n<p class=\"wp-block-paragraph\">The DGS wishes to supplement its instruction of 18 December 2020 concerning the management of cases where a pesticide or pesticide metabolite is present for which no health value (Vmax or guide value) is available. The DGS proposes to establish provisional health values (VSP) to help the ARS (regional health agencies) in their management decisions while awaiting health values established by ANSES for relevant or non-relevant pesticides and pesticide metabolites.<\/p>\n\n<p class=\"wp-block-paragraph\">The DGS asked the HCSP to give its opinion on the choice of one scenario among 4 different options for the selection of these VSP:<\/p>\n\n<ol class=\"wp-block-list\">\n<li>use the health values established by the UBA (Umweltbundesamt, German Environment Agency) where they exist,<\/li>\n\n\n\n<li>use a value equal to one fifth of the maximum health value (Vmax) of the parent molecule where it exists,<\/li>\n\n\n\n<li>use a value calculated from one fifth of the Reference Toxicological Value of the parent molecule where it exists,<\/li>\n\n\n\n<li>use the most conservative value among options 1, 2 and 3.<\/li>\n<\/ol>\n\n<p class=\"wp-block-paragraph\">The work of the working group led the HCSP to recommend not following scenarios 2 and 3. It recommends quickly evaluating the method used by the UBA with a view to possible harmonisation and quickly setting up a national entity with the resources needed to develop VSP. In the meantime, the HCSP agrees that VSP defined by the UBA should be used where they exist.<\/p>\n\n<p class=\"wp-block-paragraph\">The work of the working group led the HCSP to recommend:<\/p>\n\n<p class=\"wp-block-paragraph\">&#8211; Not following scenarios 2 and 3<\/p>\n\n<p class=\"wp-block-paragraph\">&#8211; Structuring a national entity integrated within ANSES to develop VSP<\/p>\n\n<p class=\"wp-block-paragraph\">&#8211; Evaluating the method developed by the UBA with a view to harmonisation at European level<\/p>\n\n<p class=\"wp-block-paragraph\">&#8211; While awaiting VSP validated by this entity, relying on existing VSP defined by the UBA in Germany for non-relevant metabolites in the absence of a health value defined at national level<\/p>\n\n<p class=\"wp-block-paragraph\">Please note that Phytocontrol holds national approval from the Ministry of Health and the Environment to carry out sampling and analysis for the sanitary control of water.<\/p>\n\n<p class=\"wp-block-paragraph\">You will find the details of our accreditations in our COFRAC technical annex No. 1-6066.<\/p>\n\n<p class=\"wp-block-paragraph\">Need technical, regulatory or pricing information?
