{"id":544486,"date":"2026-08-27T01:24:57","date_gmt":"2026-08-26T23:24:57","guid":{"rendered":"https:\/\/dev.phytocontrol.com\/uncategorized\/non-renewal-and-amendment-of-the-approval-of-2-active-substances\/"},"modified":"2026-08-27T01:24:57","modified_gmt":"2026-08-26T23:24:57","slug":"non-renewal-and-amendment-of-the-approval-of-2-active-substances","status":"publish","type":"post","link":"https:\/\/dev.phytocontrol.com\/en\/regulatory-watch\/non-renewal-and-amendment-of-the-approval-of-2-active-substances\/","title":{"rendered":"Non-renewal and amendment of the approval of 2 active substances"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><\/p>\n\n<p class=\"wp-block-paragraph\">Regulation (EC) No 1107\/2009 establishes the rules governing the authorisation of plant protection products presented in their commercial form, as well as their placing on the market, use and control within the European Union.<\/p>\n\n<p class=\"wp-block-paragraph\">Implementing Regulation (EU) No 540\/2011 implements Regulation (EC) No 1107\/2009 as regards the list of approved active substances.<\/p>\n\n<p class=\"wp-block-paragraph\">The regulations cited below have amended Implementing Regulation No 540\/2011 by removing or amending the entry for certain active substances in the annex of approved substances.<\/p>\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/?uri=CELEX%3A32022R0094&amp;qid=1652174858512\">Implementing Regulation No 2022\/94<\/a>: Non-renewal of the approval of <strong>phosmet<\/strong>.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">EFSA has highlighted an unacceptable risk for operators, workers, bystanders and residents, even with the use of personal protective equipment or the application of available mitigation measures. It has also highlighted a high acute and chronic risk for consumers and aquatic organisms, as well as a high risk for non-target birds, mammals and arthropods (including bees).<\/p>\n\n<p class=\"wp-block-paragraph\">Marketing authorisations containing phosmet had to be withdrawn by <strong>1 May 2022<\/strong>. Grace periods may be granted until <strong>1 November 2022<\/strong>.<\/p>\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/FR\/TXT\/?uri=CELEX%3A32022R0686&amp;qid=1652175161806\">Implementing Regulation No 2022\/686<\/a>: Amendments to the approval conditions for <strong>sulfoxaflor<\/strong>.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">EFSA concluded that this substance posed a risk to bees and other pollinating insects. However, it considered the risk of using this substance in permanent greenhouses to be acceptable.<\/p>\n\n<p class=\"wp-block-paragraph\">The approval of sulfoxaflor has therefore been restricted to use in permanent greenhouses only.<\/p>\n\n<p class=\"wp-block-paragraph\">Marketing authorisations containing sulfoxaflor must be withdrawn or amended by <strong>19 November 2022<\/strong> at the latest. Grace periods are granted until <strong>19 May 2023<\/strong>.<\/p>\n\n<p class=\"wp-block-paragraph\">In France, <a href=\"https:\/\/www.legifrance.gouv.fr\/jorf\/id\/JORFTEXT000039698538\">Decree No 2019-1519<\/a>, published in December 2019, already bans sulfoxaflor due to its mode of action being identical to that of the neonicotinoid family.<\/p>\n\n<p class=\"wp-block-paragraph\">Please note that your Phytocontrol laboratory offers pesticide residue analysis under COFRAC accreditation; you can consult our COFRAC technical annex No. 1-1904, available in your customer area or on the COFRAC website.<\/p>\n\n<p class=\"wp-block-paragraph\">Need technical, regulatory or pricing information?
