The government has decided to create <strong>a single authority in charge of food safety<\/strong> under the aegis of the Ministry of Agriculture and Food Sovereignty.<\/p>\n\n<p class=\"wp-block-paragraph\">This reform aims to make the organisation of this authority more <strong>clear<\/strong> and more <strong>efficient<\/strong>. This new organisation is intended to <strong>facilitate the management of health crises<\/strong> and to enable the quantitative and qualitative <strong>strengthening<\/strong> of <strong>controls<\/strong>.<\/p>\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.legifrance.gouv.fr\/jorf\/id\/JORFTEXT000045848194\">decree n\u00b02022-840 of 1 June 2022 relating to the responsibilities of the Minister of Agriculture and Food Sovereignty<\/a> confirmed the creation of this single authority in charge of food safety.<\/p>\n\n<p class=\"wp-block-paragraph\">Its implementation has been carried out progressively since the beginning of 2023 and will be completed at the beginning of 2024.<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Depuis le <strong>1er janvier 2023<\/strong>, la <strong>DGAL<\/strong> is thus <strong>comp\u00e9tente<\/strong> over all regulations and controls relating to food safety for the entire scope of human and animal food:<ul><li>Control of production chains for animal foodstuffs or foodstuffs of animal origin;<\/li><\/ul><ul><li>Control of production chains for plant foodstuffs or foodstuffs of plant origin;<\/li><\/ul><ul><li>Control of establishments in the direct sale sector, which includes distribution (retail shops, supermarkets and hypermarkets&#8230;), commercial catering (restaurants&#8230;) and collective catering (school canteens, company restaurants&#8230;).<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>Application of regulations relating to the food safety of specific products such as GMOs, food supplements, fortified foodstuffs, processing aids (additives, flavourings, enzymes\u2026), novel foods, allergens, as well as the monitoring and application of regulations relating to animal feed.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li>From <strong>1 September 2023<\/strong>, ministry officers will be in charge of controls in food manufacturing companies, and the DGCCRF will permanently withdraw from the field of food safety, with the exception of control duties aimed at verifying compliance with hygiene requirements in direct sales establishments (restaurants, food shops). For this type of establishment, controls will continue jointly with the DGAL, maintaining the current level of control, until 31 December 2023.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The <strong>DGCCRF<\/strong> will, for its part, remain in charge of controls on the quality and fair trading of food products with respect to consumers and professionals: compliance with rules on labelling, composition and naming of goods, and the fight against misleading practices regarding origin, quality and product claims. It will also remain responsible for controls on materials in contact with food.<\/p>\n\n<p class=\"wp-block-paragraph\">For professional operators, this reform will make it easier to identify the right point of contact and to harmonise procedures.<\/p>\n\n<p class=\"wp-block-paragraph\">Need technical, regulatory or pricing information?
