{"id":544165,"date":"2026-08-27T00:14:43","date_gmt":"2026-08-26T22:14:43","guid":{"rendered":"https:\/\/dev.phytocontrol.com\/uncategorized\/dgs-instruction-managing-pfas-risks-in-drinking-water\/"},"modified":"2026-08-27T00:14:44","modified_gmt":"2026-08-26T22:14:44","slug":"dgs-instruction-managing-pfas-risks-in-drinking-water","status":"publish","type":"post","link":"https:\/\/dev.phytocontrol.com\/en\/regulatory-watch\/dgs-instruction-managing-pfas-risks-in-drinking-water\/","title":{"rendered":"DGS instruction: managing PFAS risks in drinking water"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><\/p>\n\n<p class=\"wp-block-paragraph\">On 28 February 2025, the DGS published instruction <strong><a href=\"https:\/\/www.phytocontrol.com\/wp-content\/uploads\/2025\/03\/Instruction-DGS-Gestion-PFAS.pdf\">No. DGS\/EA4\/2025\/22<\/a><\/strong> on the management of health risks linked to the presence of PFAS in water intended for human consumption, excluding packaged water.<\/p>\n\n<p class=\"wp-block-paragraph\">This instruction replaces the instruction of 12 March 2024.<\/p>\n\n<p class=\"wp-block-paragraph\">The management arrangements described are implemented by prefects and regional health agencies (ARS) in liaison with those responsible for water production and\/or distribution.<\/p>\n\n<p class=\"wp-block-paragraph\">This instruction applies to water intended for human consumption distributed via a public network.<\/p>\n\n<p class=\"wp-block-paragraph\">The presence of perfluorinated compounds (PFAS) in drinking water catchments may result from:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>discharges from wastewater treatment plants;<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li>industrial discharges (electronics, semiconductors, inks, firefighting foams, cosmetics, waterproofing agents, food packaging, electroplating, cleaning products, varnishes, waxes, etc.);<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li>contamination by firefighting foams near airports, fuel depots and fire training sites.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">Ahead of the regulation, ARS will implement PFAS water quality monitoring across their entire territory by mid-2025.<\/p>\n\n<p class=\"wp-block-paragraph\">The median of the values obtained for the sum of the 20 PFAS analysed is compared with the quality limit set at 0.1\u00b5g\/L. In this case, a signal is considered confirmed once the median of the values exceeds the quality limit. Enhanced monitoring must continue until a compliant result is obtained.<\/p>\n\n<p class=\"wp-block-paragraph\">Compliance must be restored for all situations as soon as possible, and no later than 12 January 2026.<\/p>\n\n<p class=\"wp-block-paragraph\">Depending on the local context, several solutions may be implemented to restore drinking water compliance: full or partial connection of the affected resource to another water source, interconnection with a distribution unit (UDI) supplying compliant water, or installation of potabilisation treatments.<\/p>\n\n<p class=\"wp-block-paragraph\">Regarding the substances of greatest concern, PFOA and PFOS (classified as reproductive toxicants category 1B and carcinogens category 2), swift action is essential in the event of non-compliance. If these solutions cannot be implemented within an acceptable timeframe, consumption restrictions may be introduced.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Special case of TFA<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">TFA is classified as a PFAS, however it is not included among the 20 PFAS covered by drinking water regulations. It can be released directly into the environment by industrial sites that synthesise or use it for production. It is also a metabolite of chemical substances containing a trifluoro (CF3) group used in various applications (industrial, plant protection products, medicines, <em>etc.<\/em>).<\/p>\n\n<p class=\"wp-block-paragraph\">Pending ongoing work by ANSES on this molecule, the management measures<\/p>\n\n<p class=\"wp-block-paragraph\">adopted in Germany in 2023 can be used as a reference:<\/p>\n\n<p class=\"wp-block-paragraph\">\u2022 use of an indicative health value of 60 \u03bcg\/L<\/p>\n\n<p class=\"wp-block-paragraph\">\u2022 definition of a reduction pathway towards a concentration below 10 \u03bcg\/L<\/p>\n\n<p class=\"wp-block-paragraph\">Please note that Phytocontrol holds national approval from the Ministry of Health and the Environment to carry out sampling and analyses for the sanitary control of water.<\/p>\n\n<p class=\"wp-block-paragraph\">You will find details of our accreditations in our COFRAC technical annex No. 1-6066.<\/p>\n\n<p class=\"wp-block-paragraph\">Need technical, regulatory or pricing information?
