{"id":544134,"date":"2026-08-27T00:13:57","date_gmt":"2026-08-26T22:13:57","guid":{"rendered":"https:\/\/dev.phytocontrol.com\/uncategorized\/annual-report-of-the-alert-and-cooperation-network-acn-2024\/"},"modified":"2026-08-27T00:13:57","modified_gmt":"2026-08-26T22:13:57","slug":"annual-report-of-the-alert-and-cooperation-network-acn-2024","status":"publish","type":"post","link":"https:\/\/dev.phytocontrol.com\/en\/regulatory-watch\/annual-report-of-the-alert-and-cooperation-network-acn-2024\/","title":{"rendered":"Annual report of the Alert and Cooperation Network (ACN) 2024"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><\/p>\n\n<p class=\"wp-block-paragraph\">Since 2021, the <strong>Alert and Cooperation Network (ACN)<\/strong> has facilitated the exchange of administrative information and cooperation between Member States regarding official controls in the food chain via the iRASFF platform.<\/p>\n\n<p class=\"wp-block-paragraph\">It includes:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Rapid Alert System for Food and Feed (RASFF)<\/strong> network, responsible for non-conformities with a possible health risk;<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Administrative Assistance and Cooperation (AAC)<\/strong> system network, responsible for non-conformities without health risk;<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Food Fraud (FF)<\/strong> network, responsible for suspected fraud cases;<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Plant Health (RSP)<\/strong> network, integrated in 2023, responsible for non-conformities relating to plant health;<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Animal Welfare (AW)<\/strong> network, launched in 2024, responsible for non-conformities relating to animal welfare at various stages of their life (rearing, transport and slaughter);<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Pet Animals (PA)<\/strong> network, launched in 2024, created to facilitate notifications related to the health and welfare of pet animals, such as cats and dogs.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/food.ec.europa.eu\/document\/download\/a47b9d6a-9b47-4b57-a1ca-35e5bbfa837f_en\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>2024 annual report<\/strong><\/a> has just been published: the total number of ACN notifications in 2024 amounts to 9,460 (an 8% increase compared to 2023). The number of notifications submitted for each network breaks down as follows:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>5,250<\/strong> for RASFF (+12% compared to 2023)<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li><strong>3,212<\/strong> for AAC<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li><strong>546<\/strong> for FF (a decrease of a third compared to 2023)<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li><strong>397<\/strong> for RSP (3 times more than in 2023)<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li><strong>3<\/strong> for AW<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li><strong>52<\/strong> for PA<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The main notifying countries within the ACN are Germany, the Netherlands, Italy, Belgium and France.<\/p>\n\n<p class=\"wp-block-paragraph\">The most frequently notified products are fruit and vegetables for RASFF (981 notifications) and AAC (483 notifications), and live animals for FF (321 notifications).<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Suspected fraud within the ACN<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">In 2024, 1,335 AAC notifications and 1,959 RASFF notifications were identified as potentially resulting from intentional conduct. Compared to 2023, this represents an increase of 24% for AAC notifications and 21% for RASFF notifications.<\/p>\n\n<p class=\"wp-block-paragraph\">The products most frequently reported as suspected fraud are dietetic foods, food supplements and fortified foods, live animals, confectionery, meat and meat products (other than poultry), ready meals and snacks, and fruit and vegetables.<\/p>\n\n<p class=\"wp-block-paragraph\">Below is a breakdown of ACN notifications by product category:<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Fruit and vegetables<\/strong><br\/>Number of ACN notifications: 16% (1,479)<br\/>Cases involving possible health risks: 66%<br\/>Products reported: citrus fruits (30%), dried fruits (25%), peppers\/chillies (20%) and others (25%).<br\/>Vine leaves are frequently notified with more than 10 different pesticide residues (32 notifications).<br\/>Most reported issues: pesticide residues (65%) and mycotoxins (13%).<br\/>Origin of reported products: Turkey, Egypt, India and China (84%).<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Nuts and nut products<\/strong><br\/>Number of ACN notifications: 7% (657)<br\/>Cases involving possible health risks: 91%<br\/>Products reported: peanuts (35%), pistachios (30%), sesame seeds (20%), almonds (10%) and others (5%).<br\/>Most reported issues: mycotoxins (53%), pathogenic microorganisms (14%) (<em>Salmonella<\/em> and <em>Listeria<\/em>).<br\/>Origin of reported products: Turkey, Egypt and the United States.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Dietetic foods, food supplements and fortified foods<\/strong><br\/>Number of ACN notifications: 7% (642)<br\/>Cases involving possible health risks: 60%<br\/>Nearly 70% of reported cases are considered potential fraud, largely associated with online sales.<br\/>Products reported: food supplements (75%), CBD products (10%), protein powders (5%), energy drinks (4%) and others (6%).<br\/>Most reported issues: unauthorised health claims (37%), CBD (16%), unauthorised ingredients (sildenafil 8%, yohimbine 6%, titanium dioxide E171 5%).<br\/>Origin of reported products: China and the United States.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Cereals and bakery products<\/strong><br\/>Number of ACN notifications: 6% (562)<br\/>Cases involving possible health risks: 70%<br\/>Products reported: rice (45%), flours (15%), biscuits (10%) and others (30%).<br\/>Most reported issues: pesticide residues (24%), labelling issues (17%) and mycotoxins (11%).<br\/>Origin of reported products: Pakistan, India, Italy, Germany and the Netherlands.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Herbs and spices<\/strong><br\/>Number of ACN notifications: 4% (392)<br\/>Cases involving possible health risks: 81%<br\/>Products reported: oregano (30%), black pepper (25%), cumin (20%), nutmeg (10%) and others (15%).<br\/>Most reported issues: pesticide residues (46%) and natural toxins such as pyrrolizidine alkaloids (13%).<br\/>Suspected fraud continues to be detected in herbs and spices containing unauthorised and undeclared colourings (Sudan dyes, Orange II, Rhodamine B) and heavy metals (lead), as well as undeclared ingredients or additives (silicon dioxide (anti-caking agent) or sulphur dioxide (preservative)).<br\/>Origin of reported products: Turkey, Indonesia, India and Egypt for RASFF; Israel, Germany, China, Spain and India for FFN.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Fats and oils<\/strong><br\/>Number of ACN notifications: 3% (265)<br\/>Cases involving possible health risks: 17%<br\/>Products reported: sunflower oil (30%), olive oil (28%), palm oil (15%), vegetable ghee (10%), coconut oil (7%), hemp seed oil (3%) and others (7%).<br\/>Most reported issues: misrepresentation (inferior quality) (62%), mislabelling (15%), dilution\/substitution with cheaper oils (10%).<br\/>In 2024, EU Member States issued 130 notifications concerning olive oil, 15% of which were confirmed as cross-border fraud.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Meat and meat products<\/strong><br\/>Number of ACN notifications: 10% (932)<br\/>Products reported: beef (17%), pork (15%), game meat (6%), processed meat (5%), chicken (38%), turkey (8%), duck (5%), goose (3%) and others (3%).<br\/>Most reported issues: microbiological risks (nearly half), chemical contaminants (lead, cadmium), veterinary drug residues (antibiotics), declaration of unauthorised food additives.<br\/>Origin of reported products: Poland and Brazil.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Milk and dairy products<\/strong><br\/>Number of ACN notifications: 3% (245)<br\/>Cases involving possible health risks: 51%<br\/>Products reported: cheeses and cheese products (60%), raw milk products (27%) and others (13%).<br\/>Most reported issues: microbiological risk (Listeria monocytogenes, Escherichia coli and Salmonella).<br\/>Origin of reported products: France, Italy and the Netherlands.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Fishery products<\/strong><br\/>Number of ACN notifications: 4% (388)<br\/>Cases involving possible health risks: 64%<br\/>Products reported: tuna and tuna products (40%), salmon and salmon products (25%), swordfish (15%) and others (20%).<br\/>Most reported issues: pathogenic microorganisms (20%), metals (18%).<br\/>Origin of reported products: Netherlands, Poland, Spain, China and Vietnam.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Confectionery<\/strong><br\/>Number of ACN notifications: 3% (225)<br\/>Cases involving possible health risks: 51%<br\/>Products reported: jelly sweets (30%), sweets (25%), gel-based products (20%), lollipops (10%) and others (15%).<br\/>Most reported issues: labelling issues (32%), unauthorised food additives and flavourings 27% (Sunset Yellow FCF E110, titanium dioxide E171).<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Honey<\/strong><br\/>Number of ACN notifications: 52<br\/>Most reported issues: adulteration of honey by dilution with foreign sugars remains the main reason for fraud-related notifications.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Animal feed (FEED)<\/strong><br\/>Number of ACN notifications: 5% (494)<br\/>Cases involving possible health risks: 50%<br\/>Products reported: fish feed (15%), soybean meal (14%), sunflower meal (11%), millet (9%), rapeseed meal (8%), compound pet food (7%) and others (36%).<br\/>Most reported issues: pathogenic microorganisms (26%), pesticide residues (17%), labelling (13%).<br\/>Origin of reported products: Ukraine, Peru, China, Ireland, India and Indonesia.<\/p>\n\n<p class=\"wp-block-paragraph\">An <a href=\"https:\/\/food.ec.europa.eu\/document\/download\/267bd0aa-ba74-4681-8fed-1442072a4b58_en?filename=acn_report_2024_overview.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>infographic<\/strong><\/a> summarising the 2024 results of these networks is also available on the European Commission&#8217;s website.<\/p>\n\n<p class=\"wp-block-paragraph\">Phytocontrol&#8217;s experts support you on issues related to fraud and food safety.
