{"id":544132,"date":"2026-08-27T00:13:54","date_gmt":"2026-08-26T22:13:54","guid":{"rendered":"https:\/\/dev.phytocontrol.com\/uncategorized\/dgs-instruction-management-arrangements-for-the-sanitary-control-of-packaged-water\/"},"modified":"2026-08-27T00:13:55","modified_gmt":"2026-08-26T22:13:55","slug":"dgs-instruction-management-arrangements-for-the-sanitary-control-of-packaged-water","status":"publish","type":"post","link":"https:\/\/dev.phytocontrol.com\/en\/regulatory-watch\/dgs-instruction-management-arrangements-for-the-sanitary-control-of-packaged-water\/","title":{"rendered":"DGS instruction: management arrangements for the sanitary control of packaged water"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><br\/>On 22 May 2025, the DGS published instruction <strong>No. DGS\/EA4\/2025\/72<\/strong> on the management of packaged water: natural mineral water, spring water and water made potable through treatment.<\/p>\n\n<p class=\"wp-block-paragraph\">In 2023, prefects authorised the marketing of packaged water produced in France from 80 raw water sources recognised as \u201cNatural Mineral Water\u201d and 73 raw water sources classified as \u201cSpring Water\u201d. In addition, 4 types of \u201cWater Made Potable by Treatment\u201d are packaged from raw water meeting the criteria for \u201cwater intended for human consumption\u201d.<\/p>\n\n<p class=\"wp-block-paragraph\">In recent years, several reports have revealed breaches of regulatory provisions by certain operators in France. The use of unauthorised treatments has been identified, potentially leading to a decline in the sanitary quality of resources. As a result, some contaminated catchments have lost their natural mineral water status, been closed, or been reauthorised for the production of water intended for human consumption (EDCH) within food businesses, thereby allowing the bottling of water made potable by treatment (ERPT) or non-alcoholic soft drinks (BRSA). Operators have proposed transformation plans, while regional health agencies (ARS) have stepped up monitoring of the sites concerned. In addition, prefectural orders authorising operation and packaging have been revised in line with ARS recommendations.<\/p>\n\n<p class=\"wp-block-paragraph\">Among the main <strong>measures planned<\/strong>:<\/p>\n\n<p class=\"wp-block-paragraph\">\u2022 <strong>Systematic inspection<\/strong> of all packaging sites between 2022 and 2026, with priority given to the quality of the resource at source. Inspections should, as far as possible, be unannounced and carried out jointly with prefectural services.<\/p>\n\n<p class=\"wp-block-paragraph\">\u2022 <strong>Enhanced control<\/strong> of microbiological parameters, ensuring the absence of disinfection treatment, as required by European regulations for natural mineral water and spring water.<\/p>\n\n<p class=\"wp-block-paragraph\">\u2022 <strong>Mandatory testing for pesticides and per- and polyfluoroalkyl compounds (PFAS)<\/strong> included in sanitary controls.<\/p>\n\n<p class=\"wp-block-paragraph\">\u2022 <strong>Strict regulation of microfiltration<\/strong>: any device must be declared, duly justified, and must not alter the natural microbial flora. The use of 0.2 \u00b5m filters is explicitly prohibited.<\/p>\n\n<p class=\"wp-block-paragraph\">\u2022 <strong>Review of prefectural orders<\/strong>: ARS must require the regularisation of orders issued before 2007 and ensure that they precisely describe the authorised treatments.
