{"id":544070,"date":"2026-08-26T23:51:40","date_gmt":"2026-08-26T21:51:40","guid":{"rendered":"https:\/\/dev.phytocontrol.com\/uncategorized\/publication-of-the-decree-of-8-september-2025-amending-the-decrees-of-14-and-18-december-2023-concerning-reclaimed-water-for-watering-and-irrigation\/"},"modified":"2026-08-26T23:51:40","modified_gmt":"2026-08-26T21:51:40","slug":"publication-of-the-decree-of-8-september-2025-amending-the-decrees-of-14-and-18-december-2023-concerning-reclaimed-water-for-watering-and-irrigation","status":"publish","type":"post","link":"https:\/\/dev.phytocontrol.com\/en\/regulatory-watch\/publication-of-the-decree-of-8-september-2025-amending-the-decrees-of-14-and-18-december-2023-concerning-reclaimed-water-for-watering-and-irrigation\/","title":{"rendered":"Publication of the decree of 8 September 2025 amending the decrees of 14 and 18 December 2023 concerning reclaimed water for watering and irrigation"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><\/p>\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.legifrance.gouv.fr\/download\/file\/DbBplacVR3dpWwxsmKcX5odN4nZ8creyiY9Oib5-IYk=\/JOE_TEXTE\" target=\"_blank\" rel=\"noreferrer noopener\">new decree<\/a> was published in the Official Journal on 5 October 2025: it sets out the conditions for the production and use of treated wastewater for <strong>urban cleaning<\/strong> purposes and amends the earlier decrees relating to watering green spaces (14 December 2023) and crop irrigation (18 December 2023). <\/p>\n\n<p class=\"wp-block-paragraph\">Only treated wastewater from urban wastewater treatment plants classified as ICPE with a gross organic pollution load exceeding 1.2 kg BOD5\/day is authorised. <\/p>\n\n<p class=\"wp-block-paragraph\">The use of treated wastewater may be authorised for street cleaning by sweeper truck, cleaning of verges and structures without the use of spray lances, cleaning of waste collection centre platforms, high-pressure cleaning of sewage networks and cleaning of the equipment associated with this process, high-pressure cleaning of stormwater networks, operations on non-collective sanitation systems, and cleaning of refuse bins. <\/p>\n\n<p class=\"wp-block-paragraph\">The application for authorisation to use treated wastewater is submitted to the departmental prefect, together with a file justifying the project&#8217;s relevance to environmental issues and demonstrating its compatibility with the protection of human and animal health and the environment. <\/p>\n\n<p class=\"wp-block-paragraph\">The producer monitors quality at the point of compliance at the outlet of the facility, and the party responsible for water quality monitors the other points of compliance. <\/p>\n\n<p class=\"wp-block-paragraph\">A surveillance programme must be established, comprising routine analytical monitoring to verify the compliance of the treated water with quality requirements, and periodic analytical monitoring to verify the performance of the facilities in order to assess the overall performance of the treatment. <\/p>\n\n<p class=\"wp-block-paragraph\">In Annex II of the decree, which sets the two sanitary quality levels for treated wastewater (A+ and A), certain terms have been amended: <\/p>\n\n<ul class=\"wp-block-list\">\n<li>The phrase &#8220;Coliphage (specific RNA-F bacteriophages and\/or somatic phages)&#8221; is replaced by &#8220;Specific RNA-F bacteriophages (number\/100 mL) and\/or somatic phages (number\/100 mL)&#8221; <\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li>The term &#8220;CFU&#8221; is replaced by &#8220;number&#8221; <\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li>The term &#8220;NTU&#8221; is replaced by &#8220;NFU&#8221; <\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li>The footnote to the table: &#8220;(*) Total coliphages are chosen as the most appropriate viral indicator. However, if analysis of total coliphages is not possible, at least one of them (F-specific coliphages or somatic coliphages) must be analysed.&#8221; is replaced by: &#8220;(*) Joint analysis of F-specific coliphages and somatic coliphages is preferred.
