{"id":544056,"date":"2026-08-26T23:51:20","date_gmt":"2026-08-26T21:51:20","guid":{"rendered":"https:\/\/dev.phytocontrol.com\/uncategorized\/publication-of-a-faq-regarding-the-order-of-03-09-25-on-pfas-in-urban-wastewater-treatment-plants\/"},"modified":"2026-08-26T23:51:20","modified_gmt":"2026-08-26T21:51:20","slug":"publication-of-a-faq-regarding-the-order-of-03-09-25-on-pfas-in-urban-wastewater-treatment-plants","status":"publish","type":"post","link":"https:\/\/dev.phytocontrol.com\/en\/uncategorized\/publication-of-a-faq-regarding-the-order-of-03-09-25-on-pfas-in-urban-wastewater-treatment-plants\/","title":{"rendered":"Publication of a FAQ regarding the order of 03\/09\/25 on PFAS in urban wastewater treatment plants"},"content":{"rendered":"<p>[hover_box image=&#8221;https:\/\/www.phytocontrol.com\/wp-content\/uploads\/2025\/11\/epuration.png&#8221; image_hover=&#8221;https:\/\/www.phytocontrol.com\/wp-content\/uploads\/2018\/03\/actu_publication-rasff-2016_02.jpg&#8221; link=&#8221;&#8221; target=&#8221;&#8221;]<\/p>\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/assainissement.developpement-durable.gouv.fr\/pages\/data\/detailActu.php?code=1049\">FAQ<\/a> was published in early November to provide technical clarifications regarding the implementation of <a href=\"https:\/\/www.legifrance.gouv.fr\/jorf\/id\/JORFTEXT000052201216#:~:text=Le%20pr%C3%A9sent%20arr%C3%AAt%C3%A9%20fixe%20les,Cl%2FBr%2FI%20li%C3%A9.\">the order of 3 September 2025 on the analysis of per- and polyfluoroalkyl substances in water entering and leaving urban wastewater treatment plants<\/a>.<\/p>\n\n<p class=\"wp-block-paragraph\">Here are the points that have been clarified:<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Treatment plants concerned<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">Urban wastewater treatment plants with a capacity greater than 10,000 population equivalent are subject to the order.<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Plants covered under heading 2752 are not concerned.<\/li>\n\n\n\n<li>Plants with a gross pollution load of less than 600 kg\/day of BOD5 are also included.<\/li>\n\n\n\n<li>Plants that have already tested for PFAS must comply with the monitoring requirements.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><strong>Procedures for implementing the order<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">No prefectural authorisation is required for the implementation of the order.<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Monitoring only concerns the plants and substances specified in the order.<\/li>\n\n\n\n<li>A prefectural order is required if additional requirements are added.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><strong>Measurements required for monitoring<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">The plant operator must carry out 3 measurements in 2026 in both raw water and treated water, spaced at least one month apart, allowing the average 24-hour concentrations of each substance to be monitored to be determined. Sampling of raw water and treated water will be carried out on the same day.<\/p>\n\n<p class=\"wp-block-paragraph\">Measurement periods must cover peak activity periods, such as summer in coastal areas.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>List of PFAS to be monitored<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">Plant operators must establish a list of PFAS to be monitored in effluents from classified facilities.<\/p>\n\n<ul class=\"wp-block-list\">\n<li>This list must be sent to the water police department within three months of 8 September 2025.<\/li>\n\n\n\n<li>PFAS quantified during analyses of classified facilities (ICPE) must be included.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><strong>Access to ICPE data<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">PFAS analysis results from classified facilities (ICPE) are published on the DREAL and DEAL websites.<\/p>\n\n<ul class=\"wp-block-list\">\n<li>The data includes the destination of discharges and the PFAS quantified.<\/li>\n\n\n\n<li>Plant operators can use this data to determine the substances to monitor.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><strong>Laboratory accreditation requirements<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">Testing laboratories must be accredited for PFAS sampling and analysis.<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Accreditation is required for the 22 PFAS substances, but not for additional analyses.<\/li>\n\n\n\n<li>Laboratories must comply with current standards to ensure the quality of analyses.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><strong>Sampling procedures<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">Sampling operations must follow specific standards to ensure quality.<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Sampling must be representative and carried out using suitable materials.<\/li>\n\n\n\n<li>Quality control (sampling blank) must be carried out during the campaign.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><strong>Transport and receipt of samples<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">Samples must be transported and received in accordance with strict procedures.<\/p>\n\n<ul class=\"wp-block-list\">\n<li>They must be kept at a temperature of 5\u00b13\u00b0C and analysed within 24 hours of sampling.<\/li>\n\n\n\n<li>Specific deadlines apply to samples from overseas departments and regions (DROM).<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><strong>Carrying out PFAS analyses<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">Analyses must take into account the whole sample, including the particulate phase.<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Enhanced quality control is required due to the widespread presence of PFAS.<\/li>\n\n\n\n<li>Laboratories must implement specific steps to recover adsorbed PFAS.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><strong>AOF measurement and additional parameters<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">AOF measurement must be carried out only on outlet water (point A4).<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Specific standards for AOF measurement are currently being developed.<\/li>\n\n\n\n<li>The plant&#8217;s usual monitoring parameters must be analysed to interpret the results.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">Please note that Phytocontrol holds national approval from the Ministry of Health and the Environment for carrying out sampling and analyses for water health monitoring.<\/p>\n\n<p class=\"wp-block-paragraph\">Details of our accreditations can be found in our COFRAC technical annex No. 1-6066.<\/p>\n\n<p class=\"wp-block-paragraph\">Need technical, regulatory or pricing information?
