{"id":390883,"date":"2024-09-18T10:48:33","date_gmt":"2024-09-18T08:48:33","guid":{"rendered":"https:\/\/www.phytocontrol.com\/?p=390883"},"modified":"2026-08-27T23:56:54","modified_gmt":"2026-08-27T21:56:54","slug":"2023-annual-report-on-food-fraud","status":"publish","type":"post","link":"https:\/\/dev.phytocontrol.com\/en\/regulatory-watch\/2023-annual-report-on-food-fraud\/","title":{"rendered":"2023 annual review of food fraud"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><\/p>\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/food.ec.europa.eu\/document\/download\/911d49f2-b3ef-4752-8ea3-5f20dbbe9945_en?filename=acn_annual-report_2023.pdf\"><strong>2023 annual report<\/strong><\/a> of the <strong>Alert and Cooperation Network (ACN)<\/strong> has just been published.<\/p>\n\n<p class=\"wp-block-paragraph\">In 2023, the number of notifications exchanged by the <strong>Food Fraud Network (FFN)<\/strong> reached a total of <strong>758<\/strong>, a significant increase compared to 2022 (26.3%).<\/p>\n\n<p class=\"wp-block-paragraph\">The countries that reported the most suspected fraud are <strong>Belgium<\/strong> (18.3%), <strong>Germany<\/strong> (16.5%) and <strong>France<\/strong> (10.7%).<\/p>\n\n<p class=\"wp-block-paragraph\">Regarding the origin of the products reported in the system, 71.1% concerned goods from the EU and 24% from outside the EU.<\/p>\n\n<p class=\"wp-block-paragraph\">Regarding products from the EU:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>8.2% of cases concerned <strong>France<\/strong> and the <strong>Netherlands<\/strong> (adulteration of poultry products, mislabelling of meat products, falsification of live animal documents),<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">Regarding products not originating from the EU:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>5.4% concerned <strong>China<\/strong> (suspected honey adulteration),<\/li>\n\n\n\n<li>3.4% concerned <strong>Turkey<\/strong> (suspected honey adulteration).<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The most reported product categories were as follows:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Meat and meat products<\/strong> (excluding poultry) (13.3%): substitution of ingredients or species, misleading labelling.<\/li>\n\n\n\n<li><strong>Live animals<\/strong> (10.1%), excluding pets but mainly horses: smuggling, falsification of mandatory documents (animal passports and health certificates).<\/li>\n\n\n\n<li><strong>Honey and royal jelly<\/strong> (9%): substitution with lower-value species, undeclared addition of water.<\/li>\n\n\n\n<li><strong>Poultry and poultry products<\/strong> (5.8%): substitution with lower-value species, undeclared addition of water.<\/li>\n\n\n\n<li><strong>Plant protection products<\/strong> (6.1%): illegal trade of substances within the EU, unapproved composition or use.<\/li>\n\n\n\n<li><strong>Milk and dairy products<\/strong> (5.5%): violation of PDO, PGI and TSG (traditional speciality guaranteed) schemes.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The most notified types of fraud were as follows:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Adulteration\/falsification of products<\/strong> (40.4%): substitution of species or ingredients, mainly in animal-origin products such as honey, meat, poultry and fishery products. Unapproved\/undeclared treatment, processing or product of various goods (dietetic foods, food supplements and fortified foods).<\/li>\n\n\n\n<li><strong>Description, labelling and trademark errors<\/strong> (23.8%): quality at expiry\/production date, geographical or nutritional\/health claims.<\/li>\n\n\n\n<li><strong>Grey market<\/strong> (18.3%): smuggling of live animals or plant protection products.<\/li>\n\n\n\n<li><strong>Document falsification<\/strong> (9.5%): falsification of passports, identification documents, animal or plant health certificates.<\/li>\n\n\n\n<li><strong>Counterfeiting<\/strong> (7.8%): Protected Designation of Origin (PDO) and Protected Geographical Indication (PGI) products belonging to the dairy category (feta, halloumi).<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">Phytocontrol&#8217;s experts support you on these food fraud and food safety issues.
